Why has Ruth Kelly been on a diet and started being nice to everybody? Could it be anything to do with the fact that Theresa Villiers is such a babe? Pity poor Norman Baker. The only thing he’s got going for him is that he knows a bit about transport!

Transport Innovation Fund

Liam Byrne, the Birmingham MP and “Minister for the Midlands” is telling the people of Birmingham they can have transport improvements without congestion charging.
The people of Birmingham need to look at the DfT’s guidance, published yesterday, for a new round of TIF money.
It says: “ We would expect authorities to demonstrate local political support for the development of a package of measures based around demand management - road pricing or, by exception, a workplace parking levy. This includes how agreement would be reached, where appropriate, across multi-authority areas.”
Seems pretty clear.
